Developed by Portland Community Reinvestment Initiatives (PCRI), the Ernest Warren Jr. at Kafoury Court introduces 40 units of Permanent supportive housing in the King neighborhood in Portland, Oregon making safe, affordable housing available to individuals experiencing homelessness. This development's name pays tribute to the creators of PCRI and local affordable housing champions, Ernest Warren Jr. and Gretchen Kafoury.
Kafoury Court offers a mix of five studios and 35 one-bedroom apartments with deep rent subsidies and on-site wraparound services, including case management from PCRI, support from Northwest Pilot Project (NWPP), and cultural navigation with Black Community of Portland (BCP). These services ensure housing stability and connect residents to health, wellness, and community resources.
Residents can enjoy amenities that enhance daily life and community-building, such as balconies, sunrooms, a community room with a piano, rooftop space, bike storage, and easy access to transit, parks, and groceries.
Kafoury Court features a sustainable, all-electric design with heat pumps, low-flow fixtures, dedicated water heaters, and a solar-ready cool roof, supported by Portland Clean Energy Community Benefits Fund (PCEF) for energy-efficient goals.
Congratulations to our partners at Portland Community Reinvestment Initiative for their collaboration with NEF's AHEAD initiative, which creates access to capital for and to build the development capacity of non-traditional developers of affordable housing financed with Low-Income Housing Tax Credits (LIHTC).
