Chapter 2: Assembling the Crew | Red Tail Crossing: A LIHTC Odyssey to More Homes

CH 2 LIHTC Odyssey
October 13, 2026

No great journey is completed alone.

For Red Tail Crossing, success depended on a coalition of partners committed to expanding housing opportunity.

The crew included the developer Community Corporation of Santa Monica, investors, the city of Los Angeles, a syndicator (NEF), state housing agencies, local leaders, and community advocates.

Together, they assembled the resources needed to bring the vision to life:

• More than $37 million in Housing Credit equity
• Public and private financing sources
• Project-Based Voucher support
• Partnership and advocacy that helped pave the way for development in Westchester

Affordable housing developments aren't built by a single organization. They're built through collaboration, persistence, and a shared commitment to community. Collaboration is at the heart of LIHTC and NEF's mission, connecting partners, capital and shared purpose to create more affordable homes.

How do tax credits become equity, and how do developers, investors, public agencies and syndicators coordinate their roles? The full article takes readers inside the partnership structure behind the journey.
