NEF's next 2026 AHF Readers' Choice Award Finalist is Ernest Warren Jr. at Kafoury Court in the Seniors category!

Ernest Warren Jr. at Kafoury Court is a 40-unit Permanent Supportive Housing development in Portland, Oregon, created by Portland Community Reinvestment Initiatives (PCRI) to serve seniors (55+) experiencing homelessness. All units are affordable to households earning up to 30% of Area Median Income (AMI), with residents paying just 27% of their income toward rent. The project combines affordable housing with wraparound services, including case management, healthcare referrals, behavioral health support, tenancy assistance, and culturally specific services through partnerships with Black Community of Portland (BCP) and Northwest Pilot Project (NWPP).

Kafoury Court features an all-electric, energy-efficient design with solar-ready infrastructure, heat pumps, cool-roof technology, and trauma-informed spaces that promote comfort, sustainability, and community. Shared gathering areas help reduce isolation and encourage resident connections. Funded through a mix of public, private, and tax credit financing, the development was fully leased within two months, highlighting the urgent need for supportive housing in the area. By providing stable, affordable homes and comprehensive services, Kafoury Court reduces homelessness, supports long-term resident stability, and contributes to the revitalization of Portland’s historically underserved King neighborhood.
